One technology perfectly suited for minimizing perimeter security threats is Automatic License Plate Recognition (ALPR). This technology uses license plates—the only visible, unique identifier on any given vehicle—to identify and help classify vehicles.

An organization can use ALPR to support perimeter monitoring and access control initiatives before a person even gets out of the car. ALPR scans and records license plates with a level of accuracy and speed far exceeding the human eye’s capability, saving valuable time and freeing up security staff for other priority operations.

When ALPR was initially introduced more than 30 years ago, the cameras were somewhat challenging to transport and conceal. The system relied upon the same closed caption display sensors as camcorders and closed-circuit television cameras.

Since then, ALPR cameras have evolved to become much more sleek and userfriendly. Infrared illuminators have replaced closed caption display sensors, allowing the cameras to detect license plates and capture images day and night and in almost any weather condition.

A pivotal point for ALPR technology came with the development of wireless Internet connectivity, which allowed for the addition of online functions in remote locations including the ability to mount and use in vehicles. Immediate transmission and comparison of captured license plate images against pre-determined lists also became possible.

Recently, a major shopping mall management company teamed up with local law enforcement to use ALPR cameras on the mall’s security patrol cars for more effective parking lot monitoring.

Each mall security patrol car is equipped with a touchscreen monitor and two ALPR cameras on the roof. The ALPR system automatically begins collecting license plate data as security guards patrol the parking lots. To avoid liability, local law enforcement servers collect all of the information directly.

Law enforcement only is alerted when the mall security cameras detect vehicles on law enforcement “hotlists”—such as lists of wanted felons. Conversely, on-site security guards only receive alerts from license plates on the mall’s own hotlist—which could include patrons or former employees no longer permitted on the premises.

With law enforcement officers and mall security guards working together, distribution of resources is efficient and effective. The use of ALPR has improved the malls’ and local law enforcement’s ability to deal with a variety of issues—everything from car burglary to a mall shooting—while also monitoring and collecting data that helps quickly identify and diffuse security situations.

Violence in U.S. Down, but Still Widespread

Homicide and assault rates have decreased significantly since 1980, but overall rates of violence remain high, according to a study in the Journal of the American Medical Association.

The Journal reports that homicide rates have decreased from a peak of 10.7 per 100?000 persons in 1980 to 5.1 per 100?000 in 2013. Aggravated assault rates have decreased from a peak of 442 per 100?000 in 1992 to 242 per 100 000 in 2012.

Nevertheless, the report says, annually, there are more than 16?000 homicides and 1.6 million nonfatal assault injuries requiring treatment in emergency departments. More than 12 million adults experience intimate partner violence annually and more than 10 million children younger than 18 years experience some form of maltreatment from a caregiver, ranging from neglect to sexual abuse, but only a small percentage of these violent incidents are reported to law enforcement, health care clinicians, or child protective agencies.

Moreover, exposure to violence increases vulnerability to a broad range of mental and physical health problems over the life course; for example, meta-analyses indicate that exposure to physical abuse in childhood is associated with a 54% increased odds of depressive disorder, a 78% increased odds of sexually transmitted illness or risky sexual behavior, and a 32% increased odds of obesity.

According to the report, rates of violence vary by age, geographic location, sex, and race/ethnicity, and significant disparities exist. Homicide is the leading cause of death for non-Hispanic blacks from age 1 through 44 years, whereas it is the fifth most common cause of death among non-Hispanic whites in this age range. Additionally, efforts to understand, prevent, and respond to interpersonal violence have often neglected the degree to which many forms of violence are interconnected at the individual level, across relationships and communities, and even intergenerationally.

The most effective violence prevention strategies include parent and family-focused programs, early childhood education, school-based programs, therapeutic or counseling interventions, and public policy, the report says. For example, a systematic review of early childhood home visitation programs found a 38.9% reduction in episodes of child maltreatment in intervention participants compared with control participants.

Celebrating safely

Earlier this year  in New Delhi  a special breed of military canine that is credited to have helped US Navy SEALs in sniffing out al-Qaeda‘s chief Osama bin Laden’s hideout in Pakistan, is now part of the country’s elite counter-terror and counter-hijack commando operations force NSG. The special actions force has recently inducted and trained close to a dozen of these four-footed soldiers called– the Belgian Malinois– and they will form an essential part of counter-terrorist operations that the ‘black cat’ commandos of the (NSG) undertake in the future.

These dogs are the latest inductions that have been done in the operations wing of the NSG. Special forces world overhave understood the importance of these dogs in lethal terror operations and hence the force also has inducted close to a dozen of these combat canines.

The dog, which has a heavy snout and a big head, can detect suspect human presence, explosives and Improvised Explosive Devices (IEDs) with a precise correctness and it is intelligent enough to communicate these signals through a nod of his head and not by barking which could lead to alerting of the target.The Malinois, a litter of an Israeli male Malinois crossed with an Amercian bitch, shot to international fame when it was reported that the dogs of the breed assisted the US special forces, the Navy SEALs, in sniffing out bin Laden’s hideout in Abbottabad in Pakistan in 2011.
